In a large pot coat pan with 2 tablespoons oil; place over medium heat. Add onion and sauté until soft, about 5 minutes. Add carrots and bell pepper. Cook for 3 minutes, until fragrant.
Add garlic and cook about 30 seconds. Add ground turkey. Brown meat while breaking it up with a wooden spoon, about 5-7 minutes. Stir to break up lumps.
Add tomatoes, chili powder, paprika, pepper, salt, cumin, tomato sauce, broth, water, vinegar, and kidney beans.
Bring mixture to a boil. Cover, reduce heat and simmer until meat and vegetables are tender, about 30-40 minutes (I like to make this in the morning so I can have it sit all day and have the flavors come together).
Season to taste with salt and pepper. Garnish with sour cream, scallions and cheese.
